Why it matters

In Gartner's 2026 survey of 750 CHROs, HR tech and AI strategy was a newcomer to the top priorities and climbed straight to second place, between leader and manager development and change management. Lack of skills (45%) is the top barrier to it. At the same time, Gartner finds CFOs cutting HR budgets harder than any other function's: average HR budget growth falls to 0.7% in 2026, and expected headcount growth falls to 2%. In McKinsey's 2026 State of AI survey, 39% of respondents expect AI to reduce headcount at their organization in the next year. CHROs must redesign work, reskill people and keep AI in hiring fair and legal, with less money.
